05/16/2007 West Capital Developments, Corix and Clearford sign MOU to Design, Build, Finance and Operate Critical Site Infrastructure for Canada’s Newest Airpark Development Ottawa, Ontario – (May 16, 2007) – West Capital Developments (“WCD”), Corix Utilities Inc. (“Corix”), and Clearford Industries Inc. (“Clearford”, TSX-V: CLI) today announced a Memorandum of Understanding (MOU) to design, build, finance and operate water, wastewater, gas, electric and geo-thermal utilities on a 1,000 acre airpark condominium development within the City of Ottawa. West Capital is developing Canada’s largest residential and commercial airpark. This form of development enables residents and businesses to utilize the airstrip as a “backyard amenity”. Within the United States, more than 600 such airparks exist throughout all regions of the country. “We are delighted to bring the airpark development model to Canada. Building the country’s largest project of this type in Ottawa is ideal, due to the blend of technology companies and government agencies within the area,” stated John Phillips, President of West Capital. “The City of Ottawa has been outstanding in regards to supporting our business plan and enabling our servicing strategy. The potential role for Corix will be the ownership, management, operation and maintenance of the existing and new infrastructure.
