PCL National Partnership

The PCL/Clearford National Partnership provides Municipalities, Developers and First Nations clients with the environmental and capital responsibility only available through the SBS™ system, coupled with the certainly of delivery and price that has made PCL one of the largest project and construction management companies in North America.

Mr. Paul Douglas, President PCL Canada stated "Canada and the world face a very significant infrastructural deficit. The requirement to increase the quality and extend the service area for sewage and water systems presents a substantial immediate and long-term business opportunity for PCL. Through our partnership with Clearford Industries, we will offer a solution and a construction process that is proven, scalable and suitable for a very broad part of the market."

The scope of the relationship includes a National Partnership Agreement for the construction of sewage and water infrastructure in communities across Canada. The Agreement offers Clearford clients the environmental and cost advantages of the Clearford SBS™ system, coupled with the expertise, scale and cost certainty of PCL's construction and project management services. At Clearford we recognize that selecting a wastewater collection system is a very large capital commitment, and that elimination of the potential for project overages and delayed commissioning due to slow warranty are steps that responsible suppliers must take. Through our national partnership with PCL we are able to deliver fixed price, CCDC contracts for the implementation of the collection system. Furthermore, PCL delivers this certainty of price within a framework that often utilizes local trades and equipment. A detailed sub-contract establishes the PCL deliverables and is jointly signed by the client, PCL and Clearford. The work is delivered on a milestone basis and weekly progress reporting. By outsourcing the projection and construction management function to PCL, Clearford is able to scale the delivery capability for the SBS™ solution so that we can deliver virtually limitless concurrent assignments.
