Scope of Position 

The Compliance Coordinator will support the Operations Group in interpreting and navigating legislation, regulations and requirements in accordance with site specific documents, and best management practices relating to the water and wastewater industry in Ontario. Additionally, the Compliance Coordinator will participate in various audits/inspections and collaborate with Operations, Account Management and Clients to resolve non-compliance items according to associated deadlines.   

Major Responsibilities 

(This is not an exhaustive list of duties to be performed) 

Data Management Responsibilities 
  • Onboarding/Offboarding clients, maintaining site specific regulatory documents (i.e., Environmental Compliance Approvals, Engineering Evaluation Reports, Drinking Water System Profiles and Directives, Laboratory Service Notification Forms, Permits to Take Water) etc.  
  • Collect and coordinate operational and compliance data for submission in support of regulatory Inspections. 
  • Assist in development and maintenance of compliance monitoring software. Set up parameters, limits, and sampling schedules. Cooperate with Operation’s Division in development of operational checks. 
  • Monitor collection and transfer of SCADA and laboratory results into the monitoring software. Troubleshoot technical issues of compliance monitoring software with both Clearford’s IT and software provider’s technical support. 
  • Maintain and review operational data and various reporting logs, complete data validation and regulatory assessment, and provide notification and guidance for achieving compliance with regulatory requirements, company policies and industry best practices; to include, but not limited to: 
  • Continuous monitoring 
  • Certificate of Analysis processing 
Compliance & Reporting Responsibilities 
  • Interpret regulations, permits and approvals. 
  • Liaise with regulatory agencies.   
  • Provide guidance to Operations on regulatory protocols required in accordance with regulations for adverse events, environmental spills, and sewage bypasses, overflows, abnormal discharges, and compliance issues. 
  • Manage, organize, assist/prepare, distribute, and maintain correspondence and reports related to: 
  • regulatory non-compliance, spills, bypasses 
  • adverse written notification 
  • annual reports  
  • certificate of analysis 
  • permit to take water reporting 
Quality Control Responsibilities 
  • Develop and distribute sampling schedules in accordance with regulatory and operational requirements. Assess sampling requirements for Lead, Schedule 23/24, and increased frequency of testing. 
  • Maintain quality control records database and associate findings to applicable guidelines and regulations, effectively documenting operational challenges affecting compliance. 
  • Perform on-call support for compliance after hours, on weekends and holidays, including supervised person validation, on a rotating schedule. 
  • Coordinate issuance and rescinding of Drinking Water Advisories and notices. 
  • Sample Integrity, manage and coordinate responses that relate to sample integrity errors to ensure samples are processed in a timely manner. 
Quality Assurance Responsibilities 
  • Periodically review compliance of Regulatory Requirements and conformance of Standard Operating Procedures and prepare related audit reports. 
  • Participate in onsite experience for operational knowledge, under the discretion of the Manager, Regulatory Compliance. 
Administrative Responsibilities 
  • Escalate compliance issues to the Manager, Regulatory Compliance. 
  • Develop Standard Operating Procedures and training material; study existing and new legislation and regulations, advise management, and communicate regulatory requirements.  
  • Update knowledge by participating in educational opportunities, enhance compliance department and organization by exploring opportunities for improvement. 
  • Provide administrative support by implementing and training staff on systems, procedures, and policies. 
  • Address public and internal inquires via multiple lines of communication. 
  • Perform other related administrative duties as assigned by the Manager, Regulatory Compliance. 

Required Knowledge, Experience, & Competencies 

  • Minimum Grade 12 Diploma, Higher education in a related field considered an asset.  
  • Operator in Training (OIT) Ministry Certification in Water and Wastewater Treatment at minimum, must be maintained throughout employment. 
  • 1-2 years’ experience in the Water Wastewater Industry, Regulations and Compliance experience considered an asset. 
  • Knowledge of the legislations, regulations or requirements act, and regulations applicable to water/wastewater operations. 
  • Intermediate skills include Analytical, Facilitation, Interpersonal, Leadership, Organizational, Presentation, Problem Solving, Project Management, Auditing, Time Management, Verbal Communication, Written Communication. 
  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), and the Internet. 
  • Foster and maintain positive working relationships with internal and external stakeholders. 
  • Ability to set priorities, meet deadlines, and manage conflicting priorities and work demands under minimal supervision. 

Hours of Work and Travel Expectations 

  • Work hours Monday – Friday, 8:00am – 4:00pm. May be expected to occasionally work outside of regular business hours to meet client needs. 
  • The Compliance Coordinator will be required to work on-call shifts, occasional overtime, and statutory holidays on a rotating basis. 
  • Hybrid role – The Compliance Coordinator will be required to work on-site in our Sarnia Office, with the occasional opportunity to work from home, of which the details will be coordinated with the Manager, Regulatory Compliance. 
  • Occasional travel to job sites across Ontario may be required. 

What we Offer

  • An annual salary ranging from $52,000 – $58,000, commensurate with qualifications and experience. 
  • Weekly On Call Rate.
