At one of our sites located deep in the heart of the Rajasthan Desert, the rainfall broke a 150-year-old record and the village of Kharia Khangar was flooded for the entire month of August. Rampant flooding resulted in an increasingly slow operations across all our sites this quarter, but this does not come as a surprise to the Clearford India team. Part of the operations plan is to consider the monsoon season and during this operational lull, focus on business development strategies with existing and prospective clients throughout Q3.

Project Completed

Swaach Poondi, Tamil Nadu—Quarter 3 marks the completion of the Swaach Poondi project located in the southern Indian State of Tamil Nadu. Clearford partnered with the Indian arm of the
Canadian NGO Children Believe to work on multiple Corporate Social Responsibility (CSR) mandated funded projects. These projects aim to prevent sewage flowing into a major water storage reservoir by collecting, treating, and recycling wastewater for reuse in either agricultural fields or orchards.

Projects Underway

Alwa Village, Gujarat, Phase 3C—The final phase of the Alwa Village project funded by the CSR mandate of L&T Energy – Hydrocarbon, is the single largest corporate social responsibility rural development project awarded to Clearford India. The execution of this phase began in June 2022 and involved the installation of the Clearford One™ ClearConvey HDPE pipe network and a 70m3 Soil Biotechnology wastewater treatment plant designed to service 240 homes, two institutions, and 1205 residents. During this phase, we held multiple stakeholder meetings and also completed the manufacture of the Mixers and Attenuators that will be deployed at this project after the monsoon ends. This project is scheduled for completion in March 2023. UltraTech Kharia Khangar Town, Rajasthan, Phase 1—UltraTech marks Clearford India’s second project with the large Indian corporation, Aditya Birla Group. Located in the heart of the Thar Desert in Rajasthan, the client has identified the large cement manufacturing unit’s sourcing of water as a risk. In efforts to mitigate this risk, Clearford India has designed the project requirements to specifically meet the client’s long‑term corporate sustainability needs for water security. Since the signing of this project, Clearford has managed to complete the civil work construction of 95 ClearDigest Smart Digesters and a large 60,000L Main Pumping Station (MPS) underground tank. With the shipment of over 3 kms of HDPE piping, Clearford enters Q4 ready for the installation.

Future Projects

As mentioned earlier, Q3 is one of those periods where a large amount of our focus shifts from existing operations to business development. Corporate Social Responsibility funded projects have become a constant within the Clearford India pipeline and a market we intend to maintain. Extensive negotiations with various clients have kept Clearford India busy this past quarter. With projects located in the Northeastern State of Assam, State Capital Guwahati, Jharkhand State, Gujarat State, Clearford India has a design- and engineer-filled schedule for the remainder of the year. In additional, Clearford India is in the process of identifying a pilot project site on the outskirts of Kathmandu, Nepal in partnership with the International Europe based NGO People in Need.

Managing and operating water facilities for First Nations has unique challenges that require spending time to learn about the community and to develop the specific plan and logistics to deploy an operations team. Clearford and the Band shared a strong commitment to provide best in class water services. From cleaning up and labelling the inside of the plant to implementing operational forms and state of the art electronic logbooks, the Band supported Clearford throughout each developmental stage. Water quality at First Nations communities is a frequent news topic across Canada. Located outside traditional municipal servicing boundaries means that the Band is responsible to deliver water and wastewater services. With over 290 plants under management in Ontario, Clearford is ideally suited to operate and manage the Reserve’s community-owned water and wastewater infrastructure. As mentioned in our initial blog post,
Clearford Expands Services into First Nations Communities, a transition plan typically takes months; however, the urgency to transition operations was consolidated into a short two-week turnover period. As a result, Clearford executed a short-term plan while mapping out the long-term operations strategy. Initial discussions with the First Nation’s IT Manager, Public Works Manager, and previous operators allowed Clearford to hit the ground running. With this clear understanding of the Band’s needs, Clearford developed a Standard Operating Procedure (SOP) as part of the long-term plan to maximize operational efficiencies and minimize costs. The long-term plan also outlines logistical components for management of client relations, federal government regulations, classified system operational requirements, and team assembly and travel.

Client relations

After a series of virtual and in-person meetings with the Band, Clearford used its past experience to provide short and long-term plans for the efficient management and operation of the water and wastewater infrastructure on the Reserve. Beyond that, Clearford found itself working closely with the Reserve to further fine tune the plants for additional operational efficiencies. “The Reserve’s IT Manager developed code that was implemented into the SCADA (Supervisory Control and Data Acquisition) system, giving Clearford the ability to operate chlorine control and alum dosing remotely,” said Clearford’s Hub Supervisor. “This was a huge advancement for both the plant operations and time management, especially when on-call,” he concluded.

Federal government regulations

Water treatment systems servicing First Nation communities are regulated through the Federal Government rather than the Ministry of Environment, Conservation and Parks of Ontario. Clearford’s compliance team engaged with representatives from both the Federal and Ontario ministries involved to ensure that all regulatory requirements are continuously met in the operating plants.

Operational requirements for classified systems

Existing Clearford staff hold the appropriate licenses and expertise required to operate any classified system, which enabled Clearford to rapidly assign an operations team at the Southwestern Ontario community. Taking over the operations of a system in the municipal water sector can involve many responsibilities including:
  • Re-calibrating equipment;
  • Testing chemical dosing;
  • Adjusting chemicals;
  • Evaluating equipment and repairs;
  • Implementing operational forms and logbooks;
  • Labelling equipment;
  • Testing filters; and,
  • Identifying historical and future trends.
It takes an experienced operator to execute this checklist and standardize operational procedures.

Assembling a qualified operations team

The operations team is supported by Clearford’s experienced compliance and engineering teams. All teams are supported by an experienced Health and Safety department to ensure services are delivered in the safest way. The Reserve’s decision to outsource its water operations means they can rely on Clearford to manage, operate, and take all compliance responsibility for their water and wastewater infrastructure and allow the Band to focus on other community initiatives.

Clearford continues to leverage operations skills by expanding into remote operations of Mining, and Oil and Gas facilities.

Clearford started as a small company offering a wastewater collection system based on the effluent sewer. with less than 10 employees and a service area comprising a few installed sites, Clearford operated in a narrow wastewater treatment niche: Design-Build of decentralized wastewater collection systems. Repositioning the company into Ontario’s largest operator of private water and wastewater systems required a series of acquisitions and the consolidation of several smaller operating companies. Today, with over 100 employees and an operations territory that spans 140,000 square kilometres, Clearford is now in position to service Canadian communities beyond Ontario. Remote water and wastewater operations—the newest addition to Clearford’s Operations Group, providing water and wastewater treatment services to remote locations for Mining and Oil and Gas companies. When expanding services, it is important to communicate the new service. In this article, you will discover what defines remote operations and the five strategies Clearford is utilizing to expand into this service area.

1.    Defining Remote Operations

What does remote operation mean to Clearford? Remote operations refers to operating a water and/or wastewater treatment system at a remote location, sometimes accessible only by small aircraft. While specific operators are recruited for these positions, qualified staff within Clearford’s operations group are given the opportunity to work on these interesting and challenging assignments.

2.    Strategy

In a recent blog post,
Clearford Opens Tenth Operations Hub, Clearford describes the considerations and challenges of opening a new service hub in Thunder Bay, which is the first hub that does not share direct geographic boundaries with the other nine hubs. The target market for the new Remote Operations Group are Mining, Oil and Gas, and First Nations. To successfully move into these new markets, it is important to fully understand client expectations. Preparing for the foreseen and unforeseen circumstances, site-specific problem‑solving capabilities, and capacity to meet demands are key success factors.

3.    Staffing

Staffing a remote operations group begins with evaluating internal expertise. Providing a new opportunity to existing staff can present a unique career development path and allow for leveraging of existing talent within the company. The remaining positions are filled with remote operations specialists, often with  mining industry experience, resulting in a strong multidisciplinary team to operate a water and wastewater systems.

4.    Identify Service Area Challenges

Expanding into a new service offering, in a new geographic area, presents several considerations. In addition to the mentioned staffing strategies, project management and Health and Safety protocols were intensified to ensure the remote and local staff were safe in the new work environment. A staggered schedule optimized operations efficiencies for Ontario operators when temporarily relocating for the project-based assignment.

5.    Corporate Image

A company’s image goes beyond equipping operations staff with branded gear and supplies. Plot Pada Village, Maharashtra –The Clearford One™ system installation concluded with the delivery and installation of a custom designed solar system to power the treated water distribution system. Using treated wastewater to grow crops year-round is a solution to expand the harvest season throughout the year instead of only growing food during the monsoon season and immediate months after. Tailoring a system like this aims to enhance villagers lives and positively impact the UN SDG 6 (Water & Sanitation) and the
SDG 3 (Good Health & Well Being).

Alwa Village, Gujarat, Phase 3B—In this COVID-19 truncated project; Team Clearford built Clearford One Smart Digesters for 115 homes and approximately 575 villagers. In conjunction, Clearford completed the engineering design for the pipe network that will be installed in Phase 3C where it will connect an additional 240 Homes and two Institutions to a 70m3 Soil Biotechnology wastewater treatment plant. HINDALCO Taloja Residential Campus, Mumba—This first of its kind project commenced construction in December 2021 and was completed in April 2022. The project is designed to service part of the HINDALCO residential township in Taloja, Mumbai. The installed Clearford One™ system includes a 30m3 wastewater treatment plant and services 138 staff members in the residential quarters. The ultraviolet treated water replaces the freshwater currently being used for landscaping, supporting Clearford’s mission in environmental stewardship. Projects Nearing Completion

Swaach Poondi, Tamil Nadu—In the southern Indian State of Tamil Nadu, the Clearford Team continues to work alongside the Indian arm of the Canadian NGO Children Believe  partnership to work on multiple Corporate Social Responsibility (CSR) mandated funded projects. These projects aim to prevent sewage flowing into a major water storage reservoir by collecting, treating, and recycling wastewater for reuse in either agricultural fields or orchards. The villages we are active in include:
  • Rangapuram;
  • Arunthatiyar Colony;
  • Bangarapet Village; and,
  • Venjatapuram Colony.
The Cholamandalam Investment & Finance Co. expresses support with the Q1 scope of work expansion to fund the construction of 130 bathrooms as well as solar systems at three of the villages listed above. The work in all four of these villages is expected to conclude in Q2.

New Project Signing

UltraTech Kharia Khangar Town, Rajasthan, Phase 1—This unique project is the first project designed specifically to focus on our client’s long-term corporate sustainability needs for water security. As a large cement manufacturing unit located in the heart of the Thar Desert in Rajasthan, the client has identified the sourcing of water as a risk. One of Clearford’s initial steps in managing this project was to survey all of the towns and villages located within five kilometres of the manufacturing unit. [caption id="attachment_6142" align="aligncenter" width="640"] Pictured 3: Ultratech Plant Survey Area[/caption] Sequentially, Clearford worked with the client to identify the nearby town of Kharia Khangar as a potential year-round source of wastewater that after treatment, could be reused for the cement units process requirements. In this first phase, Clearford will be connecting approximately 50% of the homes and delivering to the unit 150m3 of wastewater daily. [caption id="attachment_6145" align="aligncenter" width="640"] Pictured 4: Ultratech Cement Plant[/caption] This project is the single largest project awarded to Clearford India and the first to use corporate operational budgets rather than Corporate Social Responsibility budgets. The scope of the project includes the construction of 113 ClearDigesters, laying of 14.5 kms of HDPE mains, three kilometres of HDPE laterals and three kilometres of uPVC piping. This project is already underway and is scheduled for completion in Q3 2022.

Future Projects

Currently, Clearford is designing corporate sustainability solutions for three HINDALCO units, two projects for the automotive major Mahindra & Mahindra, and one for the Ultra Denim factory. In partnership with the Administrative Staff College of India, Clearford is also designing a solution that would be our first entry into urban settlements market. This project is focused on the design and deployment of a greywater collection network part of an unplanned slum community called MH Nagar of approximately 1200 homes and a population of 6000. While Clearford India has a strong pipeline, the team is already scoping out projects to be performed in 2023 and continue to pursue projects funded by Corporate Social Responsibility mandates.

On May 9, 2022, Sanjay Deshpande, Executive Director of Clearford India Pvt. Ltd., presented on the applicability of the Clearford One™ solution in urban areas to over 80 government engineers, officials, and consultants who attended an online training course titled Leadership Development for City Wide Inclusive Sanitation developed by ASCI in partnership with Asian Development Bank Institute (ADBI). Delegates came from 13 States across India, Nepal, Bangladesh, and Burkina Faso. Clearford India also participated in a virtual convention where the Canadian Trade Commissioner Service in Seoul, South Korea organized a Canada Pavilion and a virtual B2B matchmaking program as part of ENVEX 2022 (The 43rd International Exhibition on Environment Technology & Green Energy). Water quality at First Nations communities is a frequent news topic across Canada. Located outside traditional municipal servicing solutions, Clearford was presented with an opportunity at a First Nations community in Southwestern Ontario that was looking for support in operating and managing their community owned water and wastewater infrastructure. Engaging with the existing First Nations operations team and the Director of Public Works was the first step. Understanding the Band Council’s needs was paramount and dominated the discussions in the initial meeting. History of the community’s past efforts to outsource and self-manage their infrastructure allowed Clearford to focus resources in an effective manner and customize a service offering specifically to meet the Band Council’s needs. When presented with the opportunity to provide safe drinking water to the Southwestern Ontario community, Clearford was able to provide a rapid response in transitioning operations from its current operator. What typically takes months, was consolidated into a short two-week transition plan. As a result, Clearford mapped out both short-term and long-term operations plans. The short-term plan relied on identifying existing staff certified to operate the reserve’s water treatment plant. The long-term plan encompassed a range of challenges including client relations, federal government regulations, classified system operational requirements, and team assembly and travel.

A range of virtual and in-person meetings took place between the Band and Clearford. “It was assuring to see our operators step up to participate in the rapid transition to operate the Band’s water system,” said Clearford’s Western Regional Manager of Operations, David Kohli. “To experience commitment like that, especially during the holiday season, validated our team’s commitment to provide safe water in, and beyond, Ontario,” Mr. Kohli concluded. With a shared vision, Clearford compliance, remote access, data logging, engineering, and health & safety teams worked in unison with operations to develop a transition plan.

Federal government regulations

Water treatment systems servicing First Nations are regulated through the Federal Government rather than the Ministry of Environment, Conservation and Parks of Ontario. Clearford’s compliance team engaged with representatives from both the Federal and Ontario ministries involved to confirm the process in meeting federal compliance requirements.

Operational requirements for classified systems

In the municipal water sector, water and wastewater systems are classified on a 1-4 level depending on the size and complexity of the system. With a portfolio comprised of more than 270 decentralized systems under management, Clearford has the experience to operate systems of all sizes using any treatment technology. Existing staff hold the appropriate licenses and experience required to operate any classified system, which enabled Clearford to rapidly assemble an operations team at the Southwestern Ontario community.

With over 50 qualified operators located throughout Ontario, Clearford can respond to any client’s needs within very short timeframes. This robust team includes operators with all required licenses to comply with any assignment. The operations team is supported by Clearford’s experienced compliance and engineering teams. COVID-19 Delta variant cases dropped drastically in India and by early October, most of the country was largely free of the virus. Further reopening the economy by lifting more and more restrictions, allowed Clearford India to safely resume its virtual and in-person business development networking opportunities and project management. Over the course of Q4, Clearford India executed four signed contracts as well as signed the first Water Security & Corporate Sustainability (WSCS) project with the HINDALCO manufacturing unit in Taloja, Mumbai.

Projects Under Execution

Plot Pada Village, Maharashtra –The Clearford OneTM system installation is near completion with the installation of the Digester Internal Mixer and Attenuator components (manufactured in Gujarat) and the Treated Water Network, while pending the delivery of a custom designed solar power system. This unique solar powered treated water distribution system is projected to enhance the lives of the villagers by allowing them to grow food throughout the year instead of only during the monsoon season and immediate months after. This project, therefore, has the potential to significantly impact not just UN SDG 6 (Water & Sanitation) but also SDG 3 (Good Health & Well Being)
https://sdgs.un.org/goals . Forward looking, Clearford India would like to install more solar powered systems at our CSR funded rural village projects. Swachh Poondi Project Phase 2, Tamil Nadu – Located in the village of Arunthatiyar Colony, this project remained on schedule with Phase 2 nearing completion and the hand‑over to the local village authorities projected for January 2022. As we write this quarterly update, all Toilets and Digester construction have been completed, the Mixers and Attenuators have been installed, and the pipe network and Sewage Treatment Plant (STP) are being carried out to completion.   Alwa Village Phase 3B, Gujarat – A range of requirements were completed by the Clearford India team including completion of various project documentation exercises, ground markings of the 90 Digesters locations and negotiation and signature of a contract with a local civil contractor to execute the work. Trenching for the Digesters commenced in December 2021, with completion scheduled for mid-February 2022. Swachh Poondi Project Phase 3, Tamil Nadu & Swachh Poondi HDFC Village Project, Tamil Nadu Following the meetings held in late August with our NGO partner to finalize the site design, the Clearford team used Q4 to negotiate and sign a contract with a local civil contractor to execute the work. A complementary meeting took place with  local Government officials where we received the No Objection Certificate to begin work, leading to the start of the construction of new toilets.

New Project Signing

As a part of the Water Security & Corporate Sustainability strategy developed in Q1; Clearford India continues to manage its existing operations and pursue opportunities with new clients identified throughout the pandemic. We are happy to announce that the first of these projects has been awarded to Clearford India by the Aditya Birla Group company, HINDALCO. This project commenced in December 2021 and will service part of the residential township in Taloja, Mumbai. The Clearford One™ system and 30m3  STP will service 138 staff members in the residential quarters and is scheduled to be completed by March 2022.

Project Pipeline

Closing out the 2021-year, site visits were organized Rangapuram Village to examine the finished project and also at the Arunthatiyar Colony in Tamil Nadu to view the project underway and report the status to the Chief of Operations and Engineering team of the Tamil Nadu Water Investment Company (TWIC). During discussions, there was mutual recognition between TWIC and Clearford that the Clearford OneTM aids positive environmental and financial advantages, within a shorter timeline. With Clearford’s leading edge wastewater technologies that delivers a better approach to sanitation infrastructure, TWIC is looking forward to continuing work with the Clearford India team to identify a pilot project of approximately 1,000 homes (~5,000 population) in an urban or semi-urban setting near Chennai in early 2022. Continuing to target the Corporate Water Sustainability as part of Corporate India’s SDG Goals, Clearford India is currently negotiating with three other entities going into 2022. Design work and discussions with clients are underway at industrial unit sites in the States of Gujarat, Rajasthan, Maharashtra, Odisha, and Jharkhand.
